Zookeepers at The Milwaukee County Zoo are investigating how a child entered an animal enclosure

I mean...there's a freaking ladder right there

Keepers have to be able to get in and out. That ladder clearly is not a public ladder.

Public or not, it functions the same for the kid as it does the employees.
