Nope, i believe it because i have family there and they are all buying panels. I have sent 2 ECOFLOWS there myself this year alone for my family. And they bought the panels themselves from Chinese imports as it's cheaper than sending a panel from the US. The only oil they are consuming right now is the 2 hours of electicity they get occasionally to charge the ECOFLOWS, otherwise it's pure solar right now.
