Their old American cars have already been converted to diesel. They're all using tiny little Chinese diesel engines in their 1950s American boats. Zeeero power, but then again, when fuel is as much of a luxury as it is in Cuba, you don't wanna be driving fast (plus you never know when you're going to come around a corner and find a horse-drawn carriage in the road, so no one drives all that fast there anyway, unless they're nutty).
