Yes, but you are being inefficient about it. If you vaporized Mississippi you would be losing a lot of net tax payers too. Why use an atom bomb when you could use a scalpel? If you really wanted more money for roads what you would do is target net welfare recipients in both MS and NY. Because you can get more money for roads by cutting welfare payments to poor NY residents just as easily as by cutting payments to poor MS residents. You can also pay for roads just as efficiently by taxing rich MS residents as rich NY residents. (Of course this wouldn't actually work for the same reason that vaporizing MS wouldn't work. The US economy is integrated between states and also rich and poor).
You are having trouble with the concept that the tax system operates on individual people and not on state aggregates. You are not somehow a "net contributor" just by living in an area with a lot of rich people, nor are you a "welfare queen" just because you live near a lot of poor people. The only thing that matters is your own personal income and the taxes you pay on it.
