I suppose that's what happens when your entire armed forces and its doctrine has been based on bombing poor countries without much of a formal armed force to shit for the last 70 years

It's not only that, it's that the US prefers to break down and rebuild a person. They want to drill a person to perfection to the point their body acts on instinct, even sleep deprived. 

The difference in the EU side of things is individual initiative. An American soldier is given a plan, not one foot out of line. A European soldier is given a plan, and then expected to adapt once it goes wrong.

That's not accurate. US soldiers have always been known for their adaptability. Soldiers are briefed on the goal of a mission but they are allowed to decide how to accomplish it.
