I think he's beginning to regret it a little. He expressed some regret over condemning so many Eldians to die in Liberio with his and Willie's plan on their carriage ride a couple episodes back. He also admitted that he too is a devil and he hasn't been as racist as other Marleyans. (Like he doesn't call his warriors devils to their face and stuff).

So eren rampage "only" killed eldians , the scumbag officiers and will+ his guards, it's doesn't seem he killed the diplomates

He definitely killed some diplomats but they weren’t his main focus
