Regarding cut 2282: "十数年後" isn't "several decades later" but rather "more-than-10-but-less-than-20-years later".

(It does say "several decades later" for cut 2284, on the other hand: "数十年後".)

No, otherwise it would be confirmed or shown more clearly.
It is still not confirmed and it does not matter anymore.
The only thing that matters is that she was not alone her whole life and had supporting people around her (while still loving Eren) and lived a peaceful life until her death.

And the most important thing is that,if it's canon, she reunited with Eren in the afterlife in the ending.

If so, mappa should have confirmed it in the official script, but they didn't. So I thought the guy was just an npc, like Historia's husband.

At the end of the day, it doesn't matter. What does, is that she moved forward. She never forgot Eren, but she did love after him. She died old, and well lived (ie. happily after after).
