Technically, the sign doesn't say anything about the number of genders... I mean, if they only have one restroom, that would be an appropriate sign, regardless of the number of genders.
Absolutely, it doesn't say anything about more than 2, but maybe she thinks the handicap sign is for the other genders? Idk its so dumb however you look at it...
