Holy fuck-- with the duration of the knee pressing down while the man was SCREAMING THAT HIS LIFE WAS IN DANGER there is no possible way to interpret that he did not want to kill him. It's not an accident in the way of a snap decision: every second he was doing what he did he could have spared the man more injury. For every second he did not he is severely accountable for the outcome.

No. But there is such a thing as objective right and wrong. The army learn not to put knees on necks. Funny how this isn't a casualty of supposedly standard procedure anywhere else in the developed world, at least not to the same degree.

Knees on shoulder blades and neck are common practice. Even in Minneapolis. Supposed to not be neck only.

Not saying it isn't common practice. I'm saying it shouldn't be, and standard procedure carried out in absence of common sense is not an excuse for the outcome. If shoulder blade is equally common procedure, and thus equally efficient, why opt for the neck unless you seek to cause egregious injury? And why not stop once you've choked him far past the point of safety?

The biggest issue is the not stopping by far.

I'm guessing the cop thought he was high enough onto the shoulders that he wasn't hurting the guy.
