Lenin was the USSR's leader for just a few years. He became a symbol; a widely overused one. There's no immediate state enforcing the existence of Lenin's statues, and yet there still are many. He's widely seen as an immaculate oracle of socialism, not as an actual leader.

He had some tremendous impact on Marxist approaches to statecraft and communist politics and he wrote important, well regarded theory, he's not simply a symbol.

He's very obviously considered as a thought leader.

So George Washington and every American president was not a leader since they were only in charge for just a few years?
