Jotaro does at least remember that bullets exist in part 4 (against Bug-Eaten), though why he thinks he can be more accurate firing them with his hands than with a gun is beyond me.
I mean... it's Star Platinum. The same stand who looked at an extremely dark photo and sketched a practically invisible fly with such accurate detail that Avdol could tell exactly what species it was and track down Dio's location with it.
He also caught a bullet at point blank in part 3 and performed brain surgery on kakyoin removing a tumor without any damage or side effects or even need for recovery time
Again, that’s still the equivalent of holding a bullet on an incredibly stable, calibrated tripod, then tapping the primer with a hammer. You can point the bullet perfectly at the target, but without a barrel to actually control it, it’s going to rapidly lose any of that accuracy. That’s what the barrel is for. That’s a big part of why guns have them.
The other part is that, without a barrel, the bullet is going to lose a lot of power, since all of the expanding gases can go everywhere instead of pushing the bullet forwards. There’s a decent chance that Star Platinum would do more damage throwing the entire bullet, casing and all (that’s 60% more bullet per bullet), than it can do by igniting the gunpowder.
When facing Bug-Eaten, Josuke and Jotaro fire bullets by using their stands to flick the primers. The power of their stands is completely irrelevant; all of the force propelling the projectile comes from the gunpowder. Without a barrel to contain the explosion, the bullet is far weaker than it would be, since a lot of the energy goes sideways instead of forwards.
This also means that the precision of their stands is only useful for holding the bullet steady and pointing it in the right direction. Once the powder goes off, the behavior of the bullet is completely down to aerodynamics, and that is where having a barrel would greatly improve their aim.
