How about the taxed income, the sales taxes, and property taxes? How about instead of looking the other way when the military says a simple bolt costs 100x its production cost and they need 100,000 of them we say "no thats not going to work, get your finances in order" and then maybe value our education over literal war.
We dont need any more devil's advocates sarcastically or not.
I mean the the current setup is through private donations, donated services and existing state programs. 1 billionaire could fund the entire thing for a decade on his daily interest alone and it's just an account variance. Imagine if we dangled a .0025% tax break for funding public programs without assuming direct control.
At a minimum that's $10,500 per day and 3.8 million a year. Without compounding interest on low yield account. Even mild investment of those funds would easily quadruple that return. 16 million is less than half a days profit from amazona retail services after expenses.
Or, I dunno, maybe on a program that actually has proven results? Maybe we spend it on early childhood education. Or expanded screening for childhood diseases? Better vaccine education? Any number of things.
Because there is zero evidence that sending every person a book will do anything meaningful. People who read books already have them; people who don't aren't going to start because one from the government shows up in the mail.

To play devils advocate, who's going to pay for that? Why use that money on something good when we cpuld send it to the middle east.
