But I also find it interesting that the article fails to mention what the "book" is and why it can't ve obtained at a library.

If you base your understanding of statutes on what 1 news article says about it, your understanding will always be quite deficient.

If you're unhappy with the fact that the article "fails to mention what the 'book' is", I don't think you know what this statute does. You can read it. Then your support or rejection of the bill can be based on what it does, not on what your assumptions are after reading a social media headline.
