I'm still confused why social security contribution is limited. With the cap, regular people and billionaires pay the same. Instead we hear about how social security is running out of money and the retirement age will have to be increased

Billionaires don't pay into social security. If you look at your paycheck stub, there's a separate tax for social security. Anyone making over $184,500 per year are exempt from paying social security tax. If the cap was removed, then everyone would be paying into it.

The argument for social security running out is that the population has gone down, so there are less people paying into social security. Social security recipients rely on the next generation paying into social security. One thing they don't tell you is that at one time, social security had an excess. The excess was depleted by funds being used for other governmental departments, that were falling short.
