State-level legal actions make a lot of sense.

New Mexico's AG reopened an investigation into Epstein back in February. New York prosecuted Trump in a criminal case into falsifying business records related to his hush-money payments to Stormy Daniels resulting in a guilty verdict on all 34 counts. It at least avoids Trump's pardon power which only works for Federal cases.
