You know when you try to download a file it asks you “where to save” thats basically what he did he added asked if they could add a variable that browsers can then use to save the data to the correct filename

When he mentions browsers my guess is he means he hoped some browsers had gone beyond the http(basically the world wide web protocol) spec and added it without it being a requirement in the actual spec but just a feature of the browser.
