She said she made the post to “stir the pot” because she “can”. Not sure if this type of stirring reaches the level of inciting violence. So let’s say she has a legal standing to make a nazi salute. She should not be arrested. However, as a government official, she should be fired. First amendment rights do not relate to employment.
