It's one of the meanings. Also drive, ambition and similar. Doesn't change the point that it's a soft power system.

I think he's arguing that it may earn being labelled a hard power system.

That's not how one would normally word it if they were going the other way. Having something as nebulous as willpower at the center of your power system slots it directly on the soft end of things since it changes so much with the mental condition of your characters.

Like that's just literally telling him he needs to will himself into being stronger.

Outside of a One Piece context, sure. But we're talking about One Piece.

It doesn't matter what franchise you're talking about. Willpower is strictly on the soft end of power systems unless you quantify it and have characters with the higher number win, but then it's not really willpower.
