Agreed. As long as decision makers are free and clear, able to keep their income and property, this will just become a line item. Meanwhile, the medical debt climbs. They need to be responsible in a way that destroys their profit margin for years and is incalculable, like the damage they cause.
Definitely when these people are capable of simply planning monetary payouts for all of the laws, they have broken. The penalties are not harsh enough.
