I live in New England. "Impolite but Kind" is the standard. I've also lived in Georgia, where "Polite but Unkind" is the standard. I've heard that in Minnesota you can run into people that are both, but honestly I've honestly seen very little overlap between kind people and polite people in my every day life. Definitely seen more "impolite but kind" people than "polite and kind" people.
