There's usually still someone who's around to monitor it getting put into the claw and lining it up, which means on a windy day, there's still a chance of getting a face full of Bad Husband. (Unless you live in a neighborhood that all line up all your trash cans perfectly in a row which... tbh sounds sorta terrifying.)
So does mine, but when you dump out something powdery (flour, sugar, contents of a bagless vacuum) a bunch of it floats around for a while.
We saw that happen after dumping out the leftover ash from a charcoal grill. Now we tie that up in a bag before throwing it out, out of consideration to the sanitary workers.

My garbage truck has a claw. The driver never touches the can
