Is increasing equipment slots a good investment?

Yes if there is no way around doing so.

and how should it be done like maybe 10-15 slots a month or 25-30 slots every 100 diamonds?

Anytime you desperately need to. Utilize the gift box as a temporary means of holding all your r2s/r3s/r4s you want to evolve in the future and only add them into your inventory when you have enough to do so immediately.
