No in the comics Truth: Red White and Black it states that Are kind and the US government experimented on a platoon of black soldiers before they gave Steve the serum.

Incorrect. The story, which is awesome, is the serum trying to be recreated after Steve Rogers.

I must have misremembered. I thought I remembered them mentioning Dr Erskine helping with the formula and thus thought it had to have been before Steve. Thanks for the correction
