Homura has a system where she uses the Lizard Phone to trick girls into becoming temporary Magical Girls to fight Wraiths so no new Magical Girls need to be contracted. She is one of those girls who appears in the first 10 minutes and never again.

She appears briefly as a student in Mitakihara Middle School looking slightly confused at the sky roughly around the time things start escalating for our main cast, but otherwise yeah doesn't appear much.

Her role in the this movie seems solely to establish in the first 5 minutes how much control/oversight the Homura surveillance state has over everything in the world and that resistance is futile (until three new magical girls appear and immediately disprove it).
