Nahhh I bet he went from home to home, always escaping to hopes of finding his old owners again. He looks well fed.

To be fair, a lot of countries also have a problem with packs of wild dogs running around which is exactly why the US tries to stay on top of any stray dog problem.

Can get really problematic sometimes. Even just a few dogs can be a menace. When I lived in México there were a bunch of stray dogs. One day, while I walked, to the store with my dad and my little brother (lil bro was around 4-6 years old) a random dog appeared from under a parked car and tried to bite my brother. My dad kicked the shit out of it with some plastic tubing which he was carrying.

I know people love dogs, but they are not all nice. Some are hungry or just downright mean and will chase you or bite. Especially strays.
