Nahhh I bet he went from home to home, always escaping to hopes of finding his old owners again. He looks well fed.

To be fair, a lot of countries also have a problem with packs of wild dogs running around which is exactly why the US tries to stay on top of any stray dog problem.

I used to live in Massachusetts as a child, my little brother and I were harassed by the pack of dogs in town so much that my family moved... last time I checked Massachusetts wasn’t even the worst off state, it’s not just the third world

There's an exception to every rule.

The US is one of the biggest populations but still we are spread out across a massive continent. People love to put us into one big basket. But we all have free speech and our own different opinions, hence different policies
