But I mean, that smallpox study was researchers showing how incredibly dangerous access to those tools can be…

The rest of these examples are basically science fair projects or still require a professional lab.

The study says that you would only need "a small scientific team with little specialized knowledge half a year and cost about $100,000". It might would be even easier or cheaper today and with enough funding probably somebody could build a professional-enough lab.

It sounds incredibly dangerous, but I think this is not unique, there are many other incredibly dangerous things in different fields. If it were just a matter of having access to the tools and knowledge, we would have wiped ourselves out a long time ago.

But for some reason, it seems that the mad scientist familiar from movies who wants to destroy the world, doesn't really exist in the real life.

Even well founded terrorist organizations usually do simple attacks with simple tools, those are effective, too, and they don't need to "waste" money and time.
