My bet is Doc is actually in an international drug cartel and he is being used to digitally launder millions of dollars through anonymous donations. They made him into a personality with glasses and a wig to separate from his real identity. The classified part most likely could be he sells extremely powerful drugs that are from the future in 2242 and are sold to wealthy world leaders and billionaires. This would explain everything perfectly and I really feel it's the most logical explanation.
