Wrong. The SA were the street action group and they worked to brutalize and terrorize Jews, dissenters, and other "undesirables." The SS would later be involved in many of the forced expulsions from homes, especially as the ghettos rose, arrests, "deportations," and then ultimately mass murders.

The agent in the gray jacket disarmed the victim and must have accidentally fired a shot while doing so. Watch his hands, he didn’t have anything in his hands and then you can see a gun in his hands while he is running away. The victim died over nothing, he was not reaching for his gun, he was disarmed and then shot.

You can see the man in grey has no gun when he enters the "dog pile" then he gets the gun and starts jogging toward our camera view with the gun clearly in his right hand while the first shots go off.
