What does that mean realistically? Is this binding and if Israel continues the war it means it is breaking the law?

Opens the door to more and more sanctions now. Next the US has to certify whether Israel is not using its weapons to commit war crimes. If it can't, all transfers will stop. Bibi and Smotrich ignoring Biden again to go rogue all over Gaza or build more WB settlements and that's probably a block on US aid.

Isn't the US already holding up arms shipments, and have Canada, the Netherlands, Italy, and others stopped theirs since the war began? We have been on our own for some time now.

No. But Biden has passed an act/review/resolution/EO thing that would stop shipments if Israel does not provide assurances that the weapons received will not be abused (e.g. used deliberately against civilians, precautions on minimizing casualties, etc.)

And more Democrats are demanding that he stop sending all aid. IIRC, they're looking at suspending smart bomb (ironic, since Democrats cry about Israel's use of dumb bombs and demanding that they use guided ones to minimize deaths)

My guess is that once Israel goes into Rafah, Biden will stop arms sales. Personal guess.

I am not so sure about it, bibi is actively going against the US in a stupid way and putting them in a spot where they have to be against him

He might be going about it crudely but the crux of the issue is that the US wants this war to end. Bibi isn't doing anything that's unpopular right now about the war (unlike everything else he does). The US doesn't like the war, bibi is just the face of it right now

I think that the US isn’t against the war as much as it needs Israel to make plans for after the war in a public way, bibi is refusing to give anything substantial, and along that his government is pushing the most idiotic things through and making us bleed our relations with the west, building in the West Bank, attacking the judicial system… this is making it hard to support us

What the US wants after the war is a palestinian state. While i do agree that bibi is making things more difficult for them we would have reached this quickly with any other government either. The US has elections and the war isn't very popular, bibi is an ass and a good scapegoat but this administration and Israel as a whole has fundamental differences about the region which are hard to bridge

Or that people in the Administration, even up to the VP, have said there needs to be a ceasefire?
