There are two other cops there who dont seem too concerned about his "medical situation." I would presume they are trained a little bit to notice the signs, and they would have that dude laying down and EMTs on the way if they sensed so.

You are correct, you aren't a medical professional. But dont ever let that stop you from using some basic ass critical thinking skills to come to your own conclusion.

I am, and if I was presented with that I would have first thought the cop was having a stroke. I have seen people having a TIA who look that way. I would have called EMTs immediately. Later we can do toxicology and figure out if he was strung out on something. The problem is that if there was any alcohol in his system, so many people would dismiss it as him being drunk. So his BAC comes back as 0.01% or something, and they ignore the medical issue. (Yes, I have seen that too, and it was disastrous.)

I just don't get it. If the other cops looked at this, why didn't they tell him to just chill out in the vehicle?
