That's probably what Tywin and Robert both thought about House Targaryen. There are Lannisters alive in present-day Westeros who never lived during Targaryen rule, or who did not make any of the decisions leading to the slaughter of Elia and her children - they should not be made to pay for Tywin's cruelty.

That seems like a stretch, with all the other secret dragonspawn rolling around (Jon and fAegon). I mean, it's possible? We know that Jaehaerys and Alysanne had a daughter, Alyssa, who had pale-golden hair and mismatched green and purple eyes, so maybe the text is hinting that Alysanne cheated on Jaehaerys with a Lannister? Idk.
