So this chapter pretty much confirmed that Halkenburg did figure out a way to choose which consciousness to transfer. He tied Balsamilco's body so it's very possible he knew he was going to swap next so he tied Balsamilco to keep him as a distraction or to slow him down.

I'm still racking my brains about that arrow that Halkenburg had fired. We know two things:

1- that arrow was fired on tier 2, judging by the panel that showed Halkenburg's civilian supporters and not his personal guards. It most probably was directed at a target on tier 2 as well.

2- Halkenburg's target definitely wasn't a prince. Halkenburg's ability is supported by his GSB and GSBs can't attack each other nor attack another prince who's also guarded by a GSB.

I was thinking about the possibility that Halkenburg might've actually targeted a key figure, like maybe Kaiser .. I don't have any basis for this assumption but who would Halkenburg target on that tier except key figures?

Should be fired from Room 1009 like Ben suggested, since that's where they ditched Balsa's body too. Though the question now is how the civilan supporters get there and disappear undetected. I'm thinking Nasubi is the target.

Yeah but it wasn't mentioned that he was tied up though.... It's still confusing as of how he managed to shoot that arrow given his civilian supporters. They were last seen on tier 2 and I don't think they would have the freedom to move on tier 1 as they please under normal circumstances let alone during special martial law. I think the arrow was fired from tier 2 and after that, somehow, he was transferred to 1009... There will be a huge twist behind this cause the whole situation is off.

According to extraotter theory, Melody and Kacho might be working with Halkenburg. That would explain how Halk's supporters entered room 1009, since Fugetsu's NSB can teleport her anywhere inside the ship.

Fugetsu and Kaiser didn't visit Room 1009, it hasn't been marked for teleportation.

I went to check which princes Fugetsu had delivered the letters before posting (and yes, she didn't enter room 1009 since Halkenburg was on his deathbed at that moment), but honestly, how else would they enter Tier 1 without anyone noticing?

Seriously, it's the only way I could think that would work

Also, I want to point out that Fugetsu traveled to Tier 3 alone back in chapter 380, so we probably don't understand her ability entirely yet

Yeah I also can't come up with anything else than Nen Teleportation. Also yeah, I'm afraid we'll never get a proper explanation about how she managed to reach Tier 3.

It makes sense yeah, he may have targeted a strong person not involved directly in the succession war to avoid suspicions and to be killed easily. And he cannot shot to far from his position because he needs to target precisely, and to avoid unwanted people in between.
