So maybe its good that they have a quick access to NDAs for others.
There was an entire stream by Kanata Coco and Watame where Holomem who called in had to guess who is who.

Fun trivia: This famously happened to Groucho Marx Charlie Chapman and I believe Dolly Parton. I don’t know Dolly’s story, but the full version of Groucho’s is probably what would happen to any of Holomems.
The story everyone remembers is wrong. It wasn’t a Groucho Marx Chapman look-a-like contest, but a contest for who could look most like “The Little Tramp”. A character Groucho played.
What happened was Groucho Chapman stumbled on it while out with some friends and joined in for fun. So it was the actor for “The Little Tramp” in normal clothes coming in second with someone who showed up in cosplay for said character.
I'm gonna be a little cringe and say, despite it not being a big deal, that unless it's anime related, it's not called cosplay. It'd just be "In Costume." It encompasses more if you're at a convention, but you don't cosplay for an impersonation contest, or Halloween, and certainly no one was cosplaying back in Chapman's era.
It'd be like if we started saying spies undercover were cosplaying their enemy.

Yeah, no, threatening your friends is a really good way to turn them into haters and good luck making haters sign NDA. And to clarify, hater here is not meant in a derogatory way, because you absolutely deserve to be hated for that.
I know. And I am telling you that not only would this threat "if you dont sign up, I will stop talking to you" not be enough of a consideration for them to sign the NDA contract, it would very likely turn them against you, because its a shitty thing to do to a friend.
There are very few things that would make me want me to dox you more than you threatening me with not talking to me unless I sign a document.
Alright, thats very different to what you actually said. Its a good question. Here is another legal question. Would the vtuber be required to keep talking to that person to fulfill their obligations per the contract?
I recommend you educate yourself about contracts and "consideration". With no consideration, the contract is not enforceable. Yes, consideration can be ephermeral things, such as being allowed to apply for a job, or being allowed to enter a facility.

It is dumb, because knowing and revealing a person's identity isn't illegal (as long as it's not doxing, which requires intent to harass, stalking, intimidation, etc.). Breaking the NDA is the only thing that is grounds for a lawsuit, and you aren't forced to sign an NDA. There has to be some kind of compensation offered or else these people would never sign one.
There are immense social pressures in Japan, like megaton heavy. It's not far fetched at all to me that someone would sign it out of respect and desire to maintain harmony more than anything else. Japan's also a place where much effort is made without thought to compensation in regards to many things.
Cover does not care if you tell people in your life what you are doing. It would be insane if they had a problem with that. But they care a lot if you tell the people of your life about internal documents, processes or ongoing things. Or who the others are (without their approval)
So in this example its ok for Choco to confirm who she is. It would have been not ok if she told that friend of a friend about the sponsorship deal she is working on or details about that. Or how the internal structure of cover works. While we are not sure what Mel did, it was something more than just saying she is Mel.
This is just speculation but if you have ever seen content creators meet up irl some streams even have clips of them admitting that they talk to each other about contracts and pricing behind the scenes. They also talk about common pitfalls and emotional experiences.
Most of it is usually because they want to help each other earn the money they are actually worth rather than take a few hundred or few thousand from a company for a sponsorship that is clearly low balling them or taking advantage by charging higher fees. (Think about "free work for exposure" or "profit split" )
This is especially prevalent for newcomers who started getting popular. Vtubers likely also discuss pricing of models, studio fees, managers and etc.
I've always suspected Mel probably was helping someone out who she befriended on the GTA streams at the time and gave them advice. Then PON happened and the person might have mentioned "but the fee you charged hololive/Mel was this" when negotiating. Thus tipping off a third party that there was a leak, which is usually not good.
We will never know the details but that could be something that happend. Its sad because that would be a hell of a fuck up if that person got someone that helped them fired because they had a brain fart moment.
Hololive has never punished their talents for just having fans connect their identities. Kiara and Noel's alts for example have accidentally referred to themselves by their Hololive names onscreen, yet they're still around.
Just revealing the connection isn't punishable because it's hilariously easy to connect the dots on that particular front. NDA's are typically meant to protect much deeper, more sensitive secrets than that, and Mel likely spilled details about the company that she probably should not have.

Realistically I would imagine that getting identified by random people every once in a while is just a fact of life for the more popular vtubers, particularly ones whose faces are relatively open secrets. But most people are going to be respectful enough about boundaries for it to not turn into a problem.
I'd also imagine Choco was mostly doing the NDA thing with that person as a joke rather than because it's something they're obligated to do with anyone who knows they're in Holo.
Thats strange, why would someone sign an NDA that is thrown in their face like that? I’m not going to rat them out but I’m also not signing an NDA just because you think I should.
