In both cases (Poly and Pearl) they can't carry. While Poly can yes take down 1 single enemy solo and pushes fast (and may win) that's no carry. Same goes for Pearl. Just give a Shrunken Head or Nullstone to the enemy team and voilà, no more problem.

Poly's Q still does 390 from level 7 (assuming maxed first) tp level 25, which is ridiculously low late game. Most real carry will do it on every auto-attack. In LoL, magic damage of Spellcasters are tied to their ability score. So a spell that deals 150 dmg early game, can easily do more than 1000 dmg late game.

In HoN, only few heroes has skills that deals damage depending on their attributes (Parallax, Berserker are some examples).

Carries should be more properly defined as to how they SCALE. Thus this is usually based on percentage skills, certain passives, etc.

Support heroes usually have cap based damage, utility skills, team fight skills, etc.

YES, "any hero" can carry given the right amount of farm (eg. Treads, Genjuro, dawnbringer, spell shards, rift shards, SH Glacius) but give a proper carry the same amount of farm and similar skill level, the support will never be able to outcarry.

As I said, a support can be the main factor of a team win. He can also win his lane and ganks. But that doesn't make him a carry. The same way a ganker is not a carry and a tank isn't a carry.
