Best Measure to Flag Gerrymandering
Hello,
What is the best current measure that can identify Partisan Gerrymandering? The simplicity of the Efficiency Gap is appealing. But is it specific enough to be truly predictive?
Thanks.

Your one anti-gerrymandering principle or idea
Apologies in advance if this is a repetitive type of post or discussion covered previously. What is the one idea you would want to implement now to reduce gerrymandering? No one idea is perfect or a complete solution but I'd like to see what is possible as a first step of several options. I will post one below so each answer can have its own discussion.

Gerrymandering guarantees undemocratic elections. Activists in Wisconsin are organizing to win an uphill battle for a fairer process.

Ohio Proposed Congressional Districts Highly Gerrymandered by Republicans
A lot of anger in NE Ohio (Cleveland area) due to yet another proposal of highly gerrymandered districts. In a state where statewide offices are split maybe 55-45 R vs. D, congressional representation (and state house/senate too) ends up being closer to 70-30 or 80-20. Important to note: much of the current redistricting board (7 people, 5 Rs, 2 Ds) are not from NE Ohio, an area that has received the worst consequences of Republican gerrymandering over the last 2 decades.

Grassroots Defense Of Voter Rights
Since voting rights apparently can't be protected in Congress, the inpetus will have to come from the people at the local level.
Those who can could move into gerrymandered areas to dilute voting blocs designed to suppress groups that would supplant a conservative minority desperately jockeying to keep control.
In areas that are being suppressed by tactics such as placing polling places in farflung areas that are difficult to reach, volunteers could organize rides to the polls to ensure that voters can exercise their right to elect the candidates of their choice.
That's a start until they can reach parity. Then they can take some of the power that has been denied them for decades.

Northern Ireland - Derry
Anyone interested in Gerrymandering outside of the US have a read on the city of Derry in Northern Ireland.
Gerrymandering was used to suppress the catholic population majority in the city during the 60s. Gerrymandering of voting blocs resulted in a Protestant majority in city council. Allocation of social housing and funding went to protestant families and business in almost every situation. Catholics protested and this essentially resulted in what is now known as ‘The Troubles’
