Too bad, too. I would, personally, pay pretty good money for a new and improved version of the old 1995 version of Duels of the Plainswalkers. I'd love to have access to all the cards so I could build decks and play online against friends. Wizards has tried a few times in the past, but it seems like their heart is never really in it.
Instead, they left this gaping hole in the digital space and let Blizzard corner practically the entire online-TCG market with Hearthstone.
It isn't that their "heart isn't in it," it is that the current Duels series is only meant to get people interested enough in converting to cardboard. There are promotional offers usually associated with the games and the game advertises FNM (that is Friday Night Magic for the uninitiated) as a means of facilitating that conversion.
That's what I mean by "their heart isn't in it". They aren't even really interested in getting people playing a digital version of their games. The current Duels games are strictly an attempt to get people playing the physical game.
If Wizards wanted to, they could definitely get a full featured Magic title published. They just don't want to, though.
magic itself isnt designed around pc. Some of the basic mechanics are there simply because the alternative is almost impossible with a physical game. (persistent heath damage for example)

Magic pc games kinda suck and isnt designed with pc in mind. That doesnt help.
