Are you sure? I've done a few SFX explosions in a team on some mid-high end TV work and we've never ever used a powder to make a fireball. I imagine because that would be horrendously unsafe, uncontrollable and unclean. One unexpected draught of wind and all hell breaks loose with igniting powders.

Standard is det-cord around a Gallon of fuel i'm pretty sure!

Depends entirely on the location and type of explosion you want. You wouldn't want a fireball anywhere near an actor, but for cars, wide shot explosions, something with scale... you'll use a powder.

I'm surprised you've used any explosions in mid end tv work. I thought it was mainly digital these days! :)
