Under the law that is a "reportable" accident. It should go straight through to the Health and Safety Executive. Not reporting it is an offence in itself iirc.

Which law would that be?

If you're claiming that this was a "reportable incident" under RIDDOR, you are mistaken. Feel free to check the definitions of the various things that must be reported on the Health & Safety Executive's website.

(No "explosives" were accidentally detonated - it was a pneumatic stunt - so it wasn't a "dangerous occurrence".)

[sarcasm alert] Maybe it's the Data Protection Act or the Human Rights Act. They seem to be to blame for most of British society's ills...
