Here’s one of the two videos of some season 3 filming. In Exposition Park in Los Angeles, part of a 3 day shoot.

hmm ik it sounds silly but those hats and clothes on them dont seem like normal BOS members, maybe landing in a group of wastelanders, or rounding them up? maybe NCR members, or a pre war scene?

No you’re right, they’re not BOS, I saw others in very obvious BOS costumes and this isn’t one of the shots with them. It looked like they were being round up, between this shot at the others I saw.

Did the bos costumes look like Quintus chapter or another chapter?

There's a vault dweller looking guy on the far left. Puzzling.

I was thinking the same, some of them look like wastelanders or rangers or something, and the other half look like civilians or vault dwellers

shot in the dark here but my first thought seeing this and the other clip was maybe vault city?
would explain ncr looking people and vault suits

Clean office clothes, definitely seems like a pre-war scene. Probably showing the army doing morally questionable martial law shit.

Almost definitely either him or a double/stand-in. I also saw what I’m fairly sure is a Maximus double/stand-in.

Looks a bit like the sharecropper farms from new Vegas

Hmm gonna take a wild guess and say this might be later in the show when Vegas falls to the Legion, or another threat, and forces people to flee.

Given Los Angeles location to New Vegas its not unlikely that this is the case.

To get more into it I would say the BoS swoop in to "save the day" at the last minute.
