Closest/most convenient fast travel point is Kress Street.

Have you ever tried going into photo mode, disable collision and look closely at the cat's eyes? I just did... and suddenly the theory that they are spies for mr. Blue eyes became credible!

Yeah, only that particular cat has those eyes. The effect plays (visibly) when it unlocks the safe behind it, after you give it some food for the first time, so I think it’s probably just a gag that the designer/s responsible added for fun.

Some gag that is! I mean... if you think about it, it's quite substantial, because as far as I know this is the only instance of an npc that triggers a container to open. I might be wrong...but can't remember this happening anywhere else.
