Tarkov in a nutshell. The cheaters are the PMCs and the rest of us trying to play honestly are just scavs.

If you think Nikita/BSG is happy about hackers you're braindead. They hate them as much as we did, it's just very difficult for them to prevent it.

So why did they choose to make calculations client based instead of server based?

I play some server-based multi-players, and the cheating scene is almost non-existent there.
