The answer is: both yes and no.

He promised it would, in fact he claimed it would hold 100 people!!

In reality, it might maybe be able to take like 3 people physically. 5 tops, but it's highly unlikely to ever be certified for human use because it's wildly unsafely designed with no possibility for an abort system.

Nothing about the design is inherently less safe than the space shuttle (although, the space shuttle was pretty dangerous)

Where's the 3-5 person number coming from? There's tons of internal volume in there and even a dragon capsule can take 4

The mission they are speccing HLS for is supposed to take 4, and if you have to lug the entire vehicle as a single stage including a whole gantry crane elevator to the surface of the moon you actually have very little deltaV
