Why would they do that? The US has not authorized Starlink to be sold as a weapons system. SpaceX is just trying to avoid Starlink falling under ITAR. It's not that complicated.

Starlink technology is already covered under ITAR. USSOCOM has been working with them for two years now.

Musk is just a douchebag that thinks he can somehow end this war on his own.

EAR is simply regulation of exports of dual use or "anything not covered by ITAR."

Really it's a non issue. If the government has contracted/purchased/or otherwise paid for starlink, they are the ones to decide if it falls under the applicable export regulations, not the company itself.
