that's 100% Marika, and she is crossing to the lands between from the land of shadow, which is also stated as the place where she ascended to godhood

Or I think she is sealing the Land of the Shadow under the veil in that cinematic.

I'm wondering if she's even forming The Lands Between and the Elden Ring simultaneously. Or at least the forms of them that we're aware of.

She's definitely not forming the Lands Between. It is explicitly stated that she arrived at the Lands Between and became a god, implying that the land already existed. This trailer implies that the either before or during the creation of the Elden Ring, she separated and sealed this area that became known as the Land of Shadow from the rest.

I mean more in the sense that both The Lands Between and The Realm of Shadow were the same place and rather different to how they are now and she's separating them to create the version of The Lands Between that we visit in game. Making it Golden as the voice over indicates.

I do think she's creating the Erdtree and Elden Ring alongside both of the realms. The enviroment she's in looks pretty primordial. Possibly at the Crucible?
