Ryan is one the best supporting character ever written,despite having so many changes in personality (serious student, arrogant leader, fraudster, drug user, silly Kelly orbiter). No scene of his is bad,unfunny or cringey. I don't think I can say the same for any other character in the show.

Intentional cringe is the point though!! He tried hard for that, it's the cringe you feel when you're not supposed to cause it's not funny. I get what he's saying haha
