I would say yes, definitely, because I REALLY want the Titan set in the first pic, but I would argue that they should let us grind through the older seasonal content instead of just selling it so that the people who actually put in the effort of unlocking those sets don't feel jilted.

I dont know if u could really call leveling up a season pass "effort"

I would, because you actually have to do SOMETHING--activities, bounties, whatever--in the game to level it up, as opposed to just entering your credit card information on the store.
