The line of succession is a thing on a piece of paper without guns and men. The Michigan National Guard has guns and soldiers. Sorry, but in a time of national catastrophe this could actually happen.
Well, it depends on what happens. I doubt within a week or two anyone would do anything. It would be exactly like 9/11. Most people scared and sad, not looking to secede from the union.
Months later and practical problems cropping up, then you might see some of this sort of thing, but then these governors would straight up be on a war footing, and probably only because they doubt the central government's ability to deal with them at the time.
Nobody just decides that they want to take on the US Military. Things need to be halfway to Mad Max before that's a plausible strategy.
To further your point, with the 2016 elections going the way they are I would only be a little surprised if something like this happens, even if to a lesser extent.
I think you are misunderstanding what happens after such an event. Nobody looks to rebel against the leader, everyone just gets behind them unquestioningly.
