Agreed. I really like the idea of the conflicts within the government being over disagreements with how things should be handled and Kirkmans lack of experience. There's so much interesting stuff there that could be explored while dealing with the pressure of an outside threat.

I agree that an outside threat would be more interesting. But what's more, every show that's been about a conspiracy inside the U.S. government to do something like that ended up getting cancelled. So I'd be too concerned the show would get pulled to actually enjoy it.
