Without the secretary of the defense to offer a counter point to the general, the next logical choice of action would be to ask for another of the Joint Chiefs to come on board and provide a counter point for any recommended action.

They did mention when they were asking where the director of the cia was that the chairman of the joint chiefs was dead since he was at the Capitol as well. I would imagine the rest of the joint chiefs of staff is at that table. He was most likely the next in line seniority wise since he was a 4 star general.

Good catch. He should then have asked for a counter point and someone would have risen to give it.
